Albemarle County Board of Supervisor member, Christopher J. Dumler, has pled guilty to sexual battery, a Class 1 misdemeanor, under Virginia § 18.2-67.4:

A. An accused is guilty of sexual battery if he sexually abuses, as defined in § 18.2-67.10, (i) the complaining witness against the will of the complaining witness, by force, threat, intimidation, or ruse.

Where sexual abuse is defined:

“Sexual abuse” means an act committed with the intent to sexually molest, arouse, or gratify any person, where:

a. The accused intentionally touches the complaining witness’s intimate parts or material directly covering such intimate parts;

b. The accused forces the complaining witness to touch the accused’s, the witness’s own, or another person’s intimate parts or material directly covering such intimate parts;

c. If the complaining witness is under the age of 13, the accused causes or assists the complaining witness to touch the accused’s, the witness’s own, or another person’s intimate parts or material directly covering such intimate parts; or

d. The accused forces another person to touch the complaining witness’s intimate parts or material directly covering such intimate parts.

Originally charged with one count of forcible sodomy of an unnamed female victim—a felony carrying a possible life sentence—Dumler’s predicted “favorable resolution” became less conceivable when other alleged victims (two are referenced in Dumler’s Plea Agreement) came forward with claims of sodomy and rape.

The Scottsville Democrat pled guilty to the lesser charge in order that he might quickly, “get right back to work for the people of the Scottsville District,” as Dumler set forth in a post-sentencing statement.

Felony conviction, by statute would have forced the wayward Supervisor’s resignation from the Albemarle Board. Dumler cunningly avoided that scenario through his cleverly crafted plea agreement with the Commonwealth, and his statement has made clear that voluntary withdrawal currently is not under consideration.

Under a brief list of conditions, Dumler was sentenced to one year in jail with all but sixty days suspended. News reports indicate that the Supervisor will face incarceration of only thirty days, and that he desires his “time” to be served on weekends. Ostensibly, that decision rests with the Albemarle Charlottesville Regional Jail. Notably, Dumler is a former member of the jail authority board and previously received deferential treatment when jail administration allowed him to exit his initial incarceration through a seldom-used side door in order to avoid gathered media—a privilege rarely extended.

Dumler has been entrusted to the psychiatric supervision of Dr. Jeffrey Fracher—a progressive extremist and frequent sex-crime apologist—who will perform a court-mandated psychosexual evaluation on the convict. In 2005, Fracher infamously mis-evaluated ex-Scoutmaster and accused child sodomist, David Brian Watkins as follows:

“It is the opinion of this examiner, with a reasonable degree of scientific certainty, that David B. Watkins represents no current threat to [children], with regard to his sexual behavior.”

In an ironic twist, Dr. Fracher was featured in The Hook’s July 25, 2002 “week in review” column, mocking sexually sleazy and ethically deceptive Republicans:

While public outrage builds and calls for his resignation intensify, Supervisor Christopher J. Dumler will continue governing until a critical mass of protest is reached.

  1. WOW. There seems to be a whole lot of "behind the back dealings" going on in our little county. Excuse the pun.

  2. Wouldn't it have been nice to have lived during a time when the majority of the people believed God's morals were objective and not subjective? It is so, so very sad there are so many lost souls out there. My family and I pray for them that some how they will turn away from their lies and see the truth, before it is too late.

    I believe your first grade teacher, the one who taught you when to use a question mark, is rolling over in her grave. And where’s the bizarre part of the plea anyhow? Dumler’s ridiculous excuse for staying on the board wasn’t part of the actual plea.

    do you believe he has the right to stay in office?
    What about the true victims involved in this case. Do you think they made this up? If I didn’t know any better, I seem that there was allot of behind back going on.

  5. area, of course I don’t think the charges were made up. Like I said, Dumler’s excuse for staying in office is just that – an excuse, and a ridiculous one.

  6. Thank you Ken. Should the Board ask him to step down or try and vote him off? If they don’t, by him staying on board is he a good example for young men growing up in country? Look at what I got off with?

  7. You’re right, of course. It may be personally or politically awkward for them to call for his resignation, but they should do it. Of course, that’s easy for me to say.

    You hit the nail on the head, it is easy to for all of us to say. But either way it is going to be up to board.

  9. Can the BOS force his resignation? I don’t think so. He was voted into office by the people of the Scottsville District. I think they have to pressure him to resign.

  10. I am a Scottsville district resident and appreciate the coverage provided by Rob. My question – is there a provision in the county code that county residents can recall a supervisor when the representitive does not meet the minimum standards of what we expect from our representative and the moral character on which he ran?

Period, no matter how much pressure is applied. the democrap party is are going to dragg out everyone who own them a favor and collect. to keep this predator in office. There is really no way to put this in non-four letter words but if he was innocent, he would have found until hell has froze over.

Frankie ward said it best Mr. smith you say you wish to represent Scottsville district but from what I have seen you are also tooting the Axe for the head you wish to chop I me sorry to say that as a former council member of the great town of Scottsville I feel that though your intentions are good, and so is the road to wherever. I feel that you are trying to ride a wave of emotions and from what I have gathered you have not laid out a plan or any ideas that would further our district. other then then fact that you were born and raised here same as I have since the 24 of June of 19 and 83 and also have a soon born and raised here you have not explained your goals or intentions. I also believe and feel that taking responsibility for ones actions is something held very high and a standard of which i try and live by as some in my former town know well of me and respect me for it as well as I for them. So I ask you to set your axe aside and to restrain from stirring the pot so much and set your goals out and intentions and see how the quarter lands heads or tails

  13. What exactly did this miscreant do? From other things I’ve read, it sounds as if the actual crime was forcible anal intercourse. Can that be possible? How would you get that plea bargained down to a misdemeanor? I cannot even look at this guy. He is so smug and arrogant I almost lose my lunch at the sight of him.
